The State government has finally decided to allow high-rise buildings
in the downstream of Himayat Sagar and Osman Sagar even if they fall
inside the 10km radius of the two water bodies. The Municipal
Administration and Urban Development (MAUD) proposed certain
clarifications to the earlier orders (G O Ms 192 and G O Ms 111), which
according to the municipal authorities and infrastructure developers
are hampering the growth. Through new orders, the government will clearly differentiate between the upstream and downstream of the water bodies and allow development in the downstream except those which cause air pollution. Official sources told this correspondent that chief secretary J. Harinarayana gave his consent for the proposed clarifications and the department would issue a new GO incorporating the clarification in a few days after obtaining the approval of Chief Minister Y.S. Rajasekhar Reddy. The clarification will come as a relief to projects like ICICI and Franklin Templeton in the financial district, Kokapet Special Economic Zone proposed by Huda, IT companies like Microsoft, Infosys, Wipro and developers like DLF which is constructing a multi-storied star hotel in the zone besides a host of political bigwigs and bureaucrats who own lands in the downstream villages. "Pollution Control Board is not permitting high-rise buildings in the entire 10 km radius which is not scientific. Activity in the downstream will not obstruct the inflows into the water bodies. Ground water pollution, if any, also will not flow upwards and affect water bodies," a senior MAUD official pointed out. As per the proposal, no activity will be allowed within 200 metres of the water bodies, 0.5 FSI within 500 metres and high-rise beyond it. The government will also define the catchment area or upstream and remove villages which do not fall in the upstream from the list of 84 villages where the prohibitory orders are in vogue. Another reason for the government to expedite the relaxation of rules was completion of Outer Ring Road by next year. "The proposed growth corridor between Hitec City and Shamshabad will affect if the downstream is not delinked because most of the area along the ORR is falling in the 10 km radius," a Huda official pointed out. At present, the PCB, besides not giving No Objection Certificate to high-rise buildings, is also insisting that 60 per cent of the plot area shall be kept as open space and roads in all layouts in the 10 km radius and restricted the floor space index to 0.5. The government launched a major exercise to find a way out of the problem arising out of PCB’s decision to implement restrictions to 10 km radius which the Supreme Court made a mention in its order in the State Vs Surana Industries case. Sources said the PCB also wants the government to permit high-rise buildings.
